Job description

SPIE is recruiting for a Construction and Pré Commissioning Leader to join the growing TTE team in Basra. The successful candidate will:

·        Manage the construction and Pré Commissioning aspects of the contract to ensure safe completion of construction work and provision of Pré Commissioning deliverables to a high standard of quality till RFC.

·        Oversee and direct the C3 (construction/Pre-Com, commissioning & completions) Function within the scope of contract.

·        Deliver on objectives and targets and enforce a culture of mentoring and coaching to allow national employees to develop the required competencies.

·        Provide full support to our CTR to deliver the Project safely

 

Responsibilities

·        Safety leadership by personal example

·        Focused and a proactive approach for involvement in all areas of HSE working practices and initiatives.

·        Safe performance in all aspects and phases of the project

·        Ensure Health & Safety Responsibilities are adhered to and understood

·        Coordinate with ICAPS & Punch list coordinators for issuance, categorization, management of electrical and Instrm punch lists and clearance of items

·        Provide support to the Contractor during the construction and the Pré-Commissioning phase, optimize the schedule by maximizing the Pré-Commissioning activities to a minimum.

·        Focal point Const and Pré-Commissioning activities and identifies priorities to meet systems RFC status as per schedule for the systems

·        Install oil and gas facilities in accordance with company and international standards, within the planned program duration, always employing safe operating practices

·        Leadership and organization of the construction team, team development and Nationalization objectives.

·        Focal point and accountable for the E/I matériel follow up and support to CTR

·        Lead, Liaise & Communicate with the Delivery Supervisors, Field Engineers, Schedulers, Materials Coordinator and Company’s TA/NTA Engineer to efficiently progress the works

·        Effective completion of construction work and deliverables to meet the needs of the projects

·        Develop and maintain construction systems and processes.

·        Ensure quality of construction and Pré-Commissioning work

·        Assist the CTR on the day-to-day work

·        Planning support for construction work and input to issue of accurate and timely progress reports

·        Management of the site construction and Pré-Commissioning organization, resource planning and assurance of manpower and personnel requirements to meet the needs of the project.

·        Assignment and allocation of construction personnel to specific projects and business streams

·        Client interfacing

Profile

Qualifications

Essential:

·        Recognized O&G discipline background

·        Knowledge of TOTALENERGIES rules and specifications

·        Knowledge of OPERCOM and ICAPS

·        Technically qualified / time served trades person with trade registrations / vocational qualifications.

·        Fully conversant with Project Management Systems with extensive knowledge of Project Construction Practices and procedures

·        IT Literate (Excel / Word / PowerPoint) with experience in JMS

·        MIST/IMIST

 

Qualifications/Experience required

·        Engineer

·        English mandatory

·        Degree educated in a related Engineering subject

·        Management NVQ Level 4 or 5

·        Conversant with TRM process

·        WAH

·        ISSOW

·        First Step for Supervision

Experience

·        Minimum of 15 years’ experience and at least 10 years’ construction and Pré-Commissioning experience in a Supervisory role

·        Demonstrable experience in similar role or Senior position in Oil & Gas construction management team

·        Delivery focused with proven experience in achieving project goals whilst maintaining high standards in HSSE at all times

·        Extensive knowledge of the construction process, its implementation and management. Fully conversant with project management tools

·        Experienced in the production of detailed procedures/documents/reports

·        Experienced in the management of personnel and all aspects of team working

·        Extensive knowledge of O&G related HSSE safe working practices/procedures

·        Ability to deliver training to personnel within the construction services team – commitment to develop team members

·        Ability to interface and interact with management and client Representatives at all levels
