Job description

SPIE Global Services Energy is currently looking for Cargo Management Officer to join its workforce in Angola.

 

Key Responsibility:

  • Assist the Service Head in preparing the “Price Meeting” dossier for quarterly submission to MIREMPET/MINFIN.
  • Calculate and monitor demurrage processes for all operated blocks:
    • Verify and validate demurrage invoices from partners.
    • Calculate and re-invoice demurrage for non-operated blocks.
  • Assist in preparing the demurrage file for submission to the concessionaire and Trading for cost recovery (as per PSA B17 and B32).
  • Assist in preparing the delegated budget, including:
    • Trading commercial support
    • Customs/agent fees and charges
    • Demurrage and well operations (WO)
  • Prepare monthly reports on actuals and budget monitoring.
  • Prepare and submit the Monthly Crude Export Report to MIREMPET and AGT.
  • Prepare and internally distribute the monthly summary of cargoes and selling prices, including a 3-month forecast.
  • Manage electronic filing (shipping documents, telex, cargo documentation, fund requests, invoices).
  • Organise and maintain files for audit purposes.
  • Process invoices from agents (TEPA and partners), demurrage, and re-invoicing to TEP Congo.
  • Send documentary instructions and payment confirmations to agents.
  • Prepare the Annual Export Guide via SMF (Fiscal Measurement System), AGT and MIREMPET portals.
  • Manage REX Certificate validity and renewal every 5 years with MINDCOM.
  • Monitor cargoes, prices, and cost forecasts using the database system.
  • Track CAPEX vs invoices.
  • Ensure each cargo file is complete:
    • Confirm all entitlements are respected at closing
    • Update and archive documentation
    • Harmonise procedures across all blocks
  • Produce a monthly cargo report.

Profile

Qualifications

Academic level: BAC +2 (Diploma) in Economics / Management / Finance
Experience

Minimum 5 years of professional experience
Skills and Knowledge

  • Good understanding of crude cargo management practices
  • Knowledge of accounting principles
  • Basic knowledge of tax and customs regulations related to exports
  • Strong analytical skills, rigour, and organisational ability
  • Dynamic, team-oriented mindset
  • Good interpersonal and communication skills
  • Languages: English and Portuguese – mandatory
